It is the intent of this article to ensure that adequate off-street parking and loading
spaces are provided when a building or structure is erected, substantially altered
or its use changed within any zoning district. It is also the intent of this section
to manage the demand for parking and transportation facilities in general, by encouraging
developers and employers to provide for alternative transportation modes and other
transportation demand management strategies.
The provisions of this article, except where there is a substantial alteration or
a change of use, do not apply to existing buildings or structures. Where a new use
involves no additions or enlargements, there shall be provided as many of such spaces
as may be required by this ordinance.
